This facility is proposed in response to the crisis in Haiti. Immense rebuilding is needed in Haiti with the utmost urgency. This facility is meant to provide a template for building quickly with the best possibility for creating effective villages and communities. This is inspired by experience in planning the new capital of Dodoma in Tanzania as well as extensive experience in other developing countries and in the United States.

We may translate this material into Creole and/or French. Meanwhile, we hope that working in English will be quicker and satisfactory. Also, we will acknowledge the work that has preceded this making this possible. The following credit line will be used where appropriate. We will create a “Village Model” (economic model) which will be driven by an assumed set of standards (which can be varied) and which will give one a good picture of what we are envisoning in economic, financial, demographic, social, and employment terms. Then we can test alternative standards or assumptions on all those policies (assumptions). The output can be quite detailed but the assumptions will be very simple as we’ll build all the detailed assumptions into the standards.

Our intent is to create a "computer model" that will allow one to say "I want to prepare a plan for a village, city or region providing for "X" families to be completed in "Y" years and I want the plan to provide for the jobs, education, health care, housing, commercial and employment activity, and community facilities and services required by that population according to our assumed standards. "X" can be any number of families, perhaps 1,000 or 10,000. "Y" can be any number of years, perhaps 15 or 30. The basic model will have built in a set of standards, policies and assumptions based on experience in other countries adjusted by our best guesses. The person using the model will have the ability to articulate a different set of standards, policies and assumptions as his/her planning proceeds. The model can be used for several or many projects and can be constantly updated as planning and development experience proceeds.
